EPF Nominees Still Missing as ₹9,330.56 Crore Sits Idle
EPF e-nomination still trails contributing UANs, and ₹9,330.56 crore sits in inoperative accounts while unsigned PDFs leave families to prove a death claim.
India’s provident fund still holds ₹9,330.56 crore in 30.91 lakh inoperative accounts, and a missing EPF e-nomination is one reason families never claim it. The Employees’ Provident Fund Organisation told members again in June 2026 to name a nominee and finish the file with an e-sign. The worker is not the one who meets the delay. The family is.
A valid digital nomination tells the fund who should receive the balance, the pension, and the linked insurance after a death. Without that name on file, the same money is still owed, but the path runs through heir papers, office files, and, if nobody claims in time, an inactive account.
The ₹9,330.56 Crore Still Sitting Unclaimed
Minister of State for Finance Pankaj Chaudhary told the Lok Sabha that ₹9,330.56 crore sat in inoperative EPF accounts as of 31 March 2026. Minister of State for Labour and Employment Shobha Karandlaje repeated the same stock in the Rajya Sabha. EPFO does not call these balances unclaimed. It classifies them as inoperative under the scheme.
An RTI reply from the fund put the count at 30.91 lakh such accounts on that date. A year earlier, on 31 March 2025, the same series showed 31.83 lakh accounts holding ₹10,181 crore. The Inoperative Accounts Cell that now keeps this series was set up only in 2025-26, and the fund said it does not hold a longer run of the same table.
INOPERATIVE EPF STOCKS
| As of | Inoperative accounts | Amount |
|---|---|---|
| 31 March 2025 | 31.83 lakh | ₹10,181 crore |
| 31 March 2026 | 30.91 lakh | ₹9,330.56 crore |
That pile is not only death cases. An account can be moved after retirement, after a member settles abroad, or after a death if the family does not file within 36 months of the amount becoming payable. Job-changers who still have a live UAN are a different group. The death slice is the one a nominee is built to open, because the family can then file online instead of proving succession from scratch.
Labour and Employment Minister Mansukh Mandaviya cleared a narrower fix on 23 February 2026: a pilot to auto-credit 7.11 lakh inoperative accounts that each hold ₹1,000 or less, a combined ₹30.52 crore. The ministry later said it had matched 1.18 lakh of those holders to active bank details. Tiny balances can be pushed. A full death claim still needs a name the fund already trusts.
Scheme 2026 Puts Nominations on the Portal Only
The June reminder still spoke in the language of the old book. Nineteen days later the old book was replaced. The Ministry of Labour and Employment notified the Employees’ Provident Funds Scheme, 2026 as G.S.R. 525(E) on 29 June 2026, under the Code on Social Security, 2020, in supersession of the Employees’ Provident Funds Scheme, 1952. Joint Secretary Tejaswi S. Naik signed the gazette. The member portal now states that filing of nominations is mandatory as per EPF Scheme, 2026, and that e-nominations can be filed and updated during service.
Paragraph 44 of the new scheme puts the duty on the designated portal. Each member must make a declaration conferring the right to receive the credit if they die before it is paid. Where the member has a family, the nomination has to be in favour of one or more persons belonging to that family, and a nomination in favour of anyone else is invalid. A 1952 nomination that does not match the new scheme is void to that extent, and the member has to file again.
A fresh nomination shall be made by the member upon marriage and any nomination made before such marriage shall be deemed to be invalid.
Employees’ Provident Funds Scheme, 2026, Paragraph 44
Marriage itself kills the old line. The clause does not force the member to name a spouse. It only forces a new filing. The same rule already lived in the 1952 scheme; the 2026 text makes the refresh a portal act, not a paper Form 2 sent through the employer.
HOW THE RULE CAUGHT UP WITH THE PORTAL
- 2025-26: EPFO sets up the Inoperative Accounts Cell to track inactive balances.
- 23 February 2026: The labour minister clears the auto-credit pilot for accounts of ₹1,000 or less.
- 31 March 2026: Inoperative accounts hold ₹9,330.56 crore.
- 4 June 2026: EPFO says 32,295,270 members have filed an e-nomination.
- 29 June 2026: G.S.R. 525(E) brings the 2026 scheme into force and puts nomination on the designated portal.
- 27 August 2026: Regional NAN 2.0 camps are still walking members through e-nomination.
The Employees’ Deposit Linked Insurance Scheme, 2026, notified the same day as G.S.R. 526(E), defines the EDLI nominee as the person named in paragraph 46 of the provident fund scheme. One digital filing is meant to drive the balance, the pension, and the insurance. Statutory EPF contributions stay at 12% of wages for employer and employee, with a 10% rate for notified classes of establishments.
32,295,270 e-Nominations, Far Short of Contributing UANs
EPFO’s own count is the cleanest picture of how far the campaign has actually reached. On 4 June 2026 the official account posted that 32,295,270 members had filed an e-nomination for EPF and EPS, and asked the rest whether they had done theirs.

A Rajya Sabha annex on digital membership listed 8,04,69,948 contributing UANs as of 2 January 2026. The two figures are not a single-date ratio, and they should not be stretched into one. They still sit on the same scale: the June nomination stock is far below the January contributing-UAN total.
THE ADOPTION GAP IN PLAIN FIGURES
- Completed e-nominations: 32,295,270 members, as posted by EPFO on 4 June 2026.
- Contributing UANs: 8,04,69,948 as of 2 January 2026, in the parliamentary annex.
- Inactive stock: 30.91 lakh inoperative accounts holding ₹9,330.56 crore on 31 March 2026.
- Tiny-balance pilot: 7.11 lakh accounts of ₹1,000 or less, of which 1.18 lakh had been matched to banks.
Only Aadhaar-verified UAN holders can file. The facility lives only in the member’s own UAN login, not in the employer’s desk. That is why a UAN with no service history, a name mismatch, or an unlinked mobile number stops the form before a nominee is even typed. Members keep hitting that wall in public replies to the fund’s own posts, while the caption still reads as a simple family reminder.
Skip the E-Sign and the Nomination Never Lands
The June advisory was blunt about the last click, and the help file is blunter. A member can fill the family list, assign shares, and generate a PDF, and still have nothing the death-claim desk will use. EPFO’s instructions on how to file an e-nomination say a filing that is not e-signed will not be considered if the member dies. The nomination is complete only when that PDF is e-signed through Aadhaar-linked mobile OTP, or through a 16-digit Aadhaar Virtual ID.
On 11 April 2026 the official account put the same warning in one line: e-sign is mandatory to complete the process. That is the e-sign step that decides everything on the file, and it is also the step people abandon when the OTP never arrives.
THE PORTAL PATH WHILE YOU ARE STILL IN SERVICE
- Login: Open the UAN member portal with the password and the registered mobile OTP.
- Profile: Save current and permanent addresses and a photograph so the e-nomination link will open.
- Family list: Add each person with Aadhaar, name, date of birth, gender, relation and address; the Aadhaar check has to match before the name will save.
- Shares: Pick nominees from that list and split the provident fund, and the pension where it applies, so the percentages add to 100.
- E-sign: Open the e-sign link, enter Aadhaar or the Virtual ID, and pass the OTP sent to the Aadhaar-linked mobile.
Bank account details are optional on this form. Employer approval is not required. A member can file again as often as life changes. After death, nobody can edit the nomination. The help file also tells married members to add a spouse and children to the family list even when those names will not take a PF share, because pension family is defined more tightly than the provident-fund family.
What Happens if an EPF Member Dies With No Nominee?
The money does not lapse. The family still has a claim on the provident fund balance, a pension claim where the service qualifies, and the deposit-linked insurance if the member died in service. What they lose is speed. Officers then pay the family in equal shares, or they ask for a legal-heir certificate, an indemnity bond, and, in a fight, a succession certificate, before anyone is paid.
A completed e-nomination does a second job the paper form never did well. EPFO’s help file says a valid nomination lets family members log in with OTP on their own Aadhaar-linked mobiles and file the death claim online. That is the difference between a named person pressing submit and a group of relatives assembling revenue-office papers during a funeral month.
THE THREE DEATH CLAIMS ON ONE MEMBER
| Benefit | Form | Who is paid |
|---|---|---|
| Provident fund balance | Form 20 | Nominee, or legal heirs if none is on file |
| Pension | Form 10D | Spouse, children, or other eligible dependants |
| EDLI insurance | Form 5IF | Nominee or legal heirs, from ₹2.5 lakh to ₹7 lakh |
EDLI is funded by the employer at 0.5% of wages, with no cut from the employee. The usual range is ₹2.5 lakh to ₹7 lakh. If the member dies before completing one year of continuous service, the floor drops to ₹50,000. Scheme summaries of the 2026 rules also set a 20-day window to settle a valid claim, with 12% annual interest charged to the official who sits on it. That clock helps a clean file. It does not invent a nominee.
If the family never files, the 36-month rule still applies. The account can be parked as inoperative even though interest keeps running until the claim is made. That is how a death without a nominee becomes, years later, another line in the ₹9,330.56 crore stock.
Field Offices Are Still Running Nomination Camps
Regional offices were still putting e-nomination on the agenda at Nidhi Aapke Nikat 2.0 camps on 27 August 2026, two months after the new scheme came into force. The pitch has not changed because the gap has not closed. A UAN that will not load a service history still will not take a nominee. A 2017 death claim was still being chased with Delhi West in September 2026 for a rejection reason and a document list. Official “have you done yours” posts keep drawing replies about missing interest and blocked withdrawals instead.
The June 2026 reminder was never a new legal duty. Nomination was already mandatory. What changed is the wrapper: the 2026 scheme makes the portal the place the duty is discharged, and it treats an unsigned PDF as if the member had not filed at all. The hidden party on that file is the person who will one day need Form 20, Form 10D, and Form 5IF in the same week, and who will find either a name that already matches Aadhaar or a queue at the tehsildar’s office.
Frequently Asked Questions
How Do I Complete an EPF e-Nomination on the Member Portal?
Activate the UAN first if it is still dormant; EPFO now points existing and new UANs to the UMANG app rather than the old web activation path, then log in on the member portal, save the profile photograph at under 100 KB, add family Aadhaar details, assign shares, and e-sign with the Aadhaar OTP. The help desk number printed on the passbook login is 1800118005 if the OTP or the family Aadhaar match fails.
Who Counts as Family for an EPF Nomination?
For a male member the provident-fund family is the wife, children, dependent parents, and a deceased son’s widow and children. For a female member it is the husband, children, dependent parents, the husband’s dependent parents, and a deceased son’s widow and children. Pension family is narrower and centres on spouse and children, which is why the help file makes those names mandatory on the family list even when they take no PF share.
Does Marriage Cancel an Existing EPF Nomination?
Yes. Paragraph 44 of the 2026 scheme says a fresh nomination shall be made upon marriage and that any nomination made before that marriage is deemed invalid. The member is not required to name the spouse as the PF nominee; parents or children can take a share, but the old pre-marriage line cannot be left on the file.
Can I Change an EPF Nominee After the Member Has Died?
No. Only the member can file or change a nomination, and only during service. After death the record is frozen. The local PF office can add eligible family details for a pension claim, but it cannot rewrite the provident-fund nominee the member left behind.
What Is the EDLI Payout if an EPF Member Dies in Service?
Nominees or legal heirs claim Employees’ Deposit Linked Insurance on Form 5IF. The usual band is ₹2.5 lakh to ₹7 lakh, funded by the employer’s 0.5% contribution. If death comes before one year of continuous service, the minimum payable is ₹50,000 even when the PF balance is thin.
The June reminder is now a scheme duty on the portal, not a pamphlet. The unpaid stock on 31 March 2026 is the measure of families who never got a name onto that portal in time.
